It actually does not surprise me to hear you say that with your extensive background in foreign language. As usual, the US is the odd ball when it comes to something. When you understand it, things are less confusing. I mean, if I say, "I will have that to you by eight" then I know exactly what you mean. I do not have to go into the, "do you mean 8 in the morning or at night?"
In fact, to that, I will say when I tell a customer we shall have their service fixed by 8 P.M. I would not ever have to hear the customer say, "So it is gonna be fixed by eight in the morning?" I have even had to go over it multiple times, because for whatever reason, the customer thinks "in the morning". If I simply said, "We shall have that fixed by 2000" then the customer could just stick to yelling at me because that time is not acceptable
Of course, if people learned to listen in the first place. Oh well, another story, another time!
